SPRINGFIELD, Ore. – A Springfield couple was arrested for the second time this month on Tuesday following an investigation into allegations of child abuse against their seven-year-old son and four-year-old daughter, authorities said, according to the Springfield Police Department.

Springfield police said SPD and the Department of Human Services began a child abuse case investigation on September 17 in which the victim, a seven-year-old boy, had suffered numerous injuries all over his body. Through their investigation, police and DHS staff determined that the boy’s parents, identified as Brandon Rogers, 44, and Heather Black, 36, had used a stun gun as a means of discipline against their son as a form of discipline, authorities said. Police said detectives arrested Rogers and Black on October 4 at their home on charges that included third-degree assault, unlawful use of a stun gun, and first-degree criminal mischief. Detectives obtained and served a search warrant on the residence and collected multiple items of evidence that included multiple hours of video surveillance and other digital evidence, police said. Springfield police officials said additional investigation allegedly revealed that Rogers and Black were reportedly abusing their son multiple times a day over multiple days using a taser and other weapons. The couple also allegedly threatened their four-year-old daughter on multiple occasions with a taser, according to police officials.

Police said they located and arrested Rogers and Black on October 29 and transported them to the Lane County Jail. Rogers faces charges that includes five counts of second-degree assault, five counts of criminal mistreatment, seven counts of unlawful use of a weapon, and seven counts of menacing, while Black faces three counts of second-degree assault, three counts of criminal mistreatment, five counts of unlawful use of a weapon, and five counts of menacing, authorities said. Jail records show that both are in custody as of October 29, 2024.

Additional charges may be forthcoming as detectives continue to process related evidence, police said. Springfield police said both of the children are safely living with other family members.
